Partly because comment preview is built into the system, so bloggers have to preview before actually posting a comment. Then I turned on moderation, so if it gets past preview, it won’t show till I activate the comment. I also have comments off on any post older than 4 weeks. I had tried doing my entries individually, and at 100/450, threw my computer down in disgust.
